Many I.T. managers possess advanced technical knowledge gained from working in a computer occupation

    Well that's a fairy tale.
Most of the managers I have worked under haven't a clue when it comes to detailed stuff, nor do they need to. They are there to manage, not do the work themselves. The few managers that have come up the technical path (the very long route) have their skills far out of date and they'll be the first to admit it. The may have a broad outline of certain things but that's it. Staff management, duties management. That's what managers get paid to do. The more techie things an I.T. manager has to do means the less knowledgable their staff are.

2nd/3rd teir Shift/team leaders on the other hand, are usually the most knowledgable in their technical duties and only have to do a little bit of staff management.

To be a good I.T. manager, you just need to have a good track record in management and if you have some savvy with I.T., all the better.

I can agree to that as well. The current manager I'm under thinks that by replacing a fax machine, it would need to be "reprogrammed" with the old fax machines number! WTF....and this guys is managing me!
