Free/busy information in Outlook 2003

We have a couple of users who cannot see free/busy information for any other user. Daylight savings came into effect last week, but one user had this problem before and the other, after.

I have tried:

- New mail profile.
- New local profile (we dont have roaming profiles)
- Asked them to try a different machine.
- Disabled Cached Exchange Mode (have read this can cause problems with free/busy info).
- 12 months of free/busy info is being published and being updated on the server every 15 minutes.
- Users have full access to their mailbox.
- Time zone is right (System time is OK)
- Moved their mailboxes back and forth between servers and storage groups.
- Problem occurs when they try viewing the info in Citrix too.

I am pulling my hair out at this (dont want to lose too many). Anyone have any ideas?

    Exchange server version? Outlook version?

    Are these users located on the same mailbox server? Anything reported in application log?
    IT guy since 12/00

    Recent: 11/2019 - RHCSA (RHEL 7); 2/2019 - Updated VCP to 6.5 (just a few days before VMware discontinued the re-cert policy...)
    Working on: RHCE/Ansible
    Future: Probably continued Red Hat Immersion, Possibly VCAP Design, or maybe a completely different path. Depends on job demands...

    Sorry, I should added that info folks.

    - They cant view in OWA either.
    - Exchange Server 2003 and Outlook 2003.
    - They are on the same Exchange box.
    - On the Exchange box, there are more than a few replication errors, same event id though. Gets repeated every 5 minutes.
    Error 0x8004010f occurred while processing a replication event.
    Folder: (3-7) NON_IPM_SUBTREE\SCHEDULE+ FREE BUSY\EX:/o=ABC/ou=SOMETHING
    - No other users on this server have problems with free/busy information.

    On the clients having the problem launch outlook from the command line 'outlook /cleanfreebusy'. This will force Outlook to update calendar information from the server. It's worked for me in the past.

    Have you checked the permissions on the free/busy Public folder?
