I am presuming, as it's Wendel, he has already cleared the NDA with Cisco before the blog went public on 11th September or it would have been pulled by now.

It appears to be him. I read the post, there isn't anything on there that would violate NDA. He doesn't give you anything that says, "Here is what you will see on the exam, this configuration, this topic, etc..." He is giving you recommendations to follow when preparing.
