How would be the best way to configure two Cisco 803 ISDN routers/laptop for CCNA v3 ?

Connect a laptop to each router via the 4-port hub. Then connect to an ISDN line.
You will either need two ISDN lines or a single ISDN line with several telephone numbers (This will only allow 1 B channel). If you have two ISDN lines then you will want to setup multilink ppp and set a threshold to bring up the second B interface at a predefined point.
The RJ11 ports are part of a TA that adapts your analog instruments to ISDN.
