iPhone issue forwarding email message

We have a user with an iPhone who is getting emails from a person whose signature has an image that is considered "external content" by Outlook. We use Exchange 2003. When I attempt to forward the message in Outlook I get a popup message that warns me.
He gets no popup or error on the phone. It simple does not allow him to forward the message. It is a 3Gs phone with the latest firmware.
Any suggestions?
