How to make a Wiki page?

Is there special software to build a Wiki? I have a user who wants to make one for his group, and then put on the network. He's going through the approval process, but he has no idea of how actually create the Wiki itself.. I figured there was probably some software that could do it, but couldn't find any... or is it just a Wiki-looking website I need to have built..?
