Can't disable password complexity, Win2k3

How can I disable password complexity requirement under Win2k3. I disabled under Password policies using "Domain Controller Security Policy", "Domain Security Policy" and "Group Policy. It doesn't work and I'm surprised. This is to create users across the domain.

I had done this a long time ago, but have forgotten the trick.

Don't disable it in the Default Domain Policy, instead Enable it and set it to a less restrictive policy (1 character minimum, never expire, etc).

P.S. You really shouldn't have any reason to disable it.
