I got MCSA 2003 cert and want to move to finish MCITP , which exams do you recomment me to start with ?

Noooo, finish the MCSE. You'll be missing out on too much vital technology. It's also much cooler to have the 'E' part. -

ok , because i got MCTS Vista cert (620) do you think i only need to finish 70-646 to get my MCITP: System Administrator ?

Do you mean Server Admin? If so then you need
Exam 70-640
Exam 70-642
Exam 70-646

I agree with the other comments - finish your MCSE for 2003. I just completed mine, and from what I have determined I will need 70-647 and 70-649 and either a Windows 7 or Vista exam to get the MCITP: EA cert.
I also plan on getting the 70-646 to complete the MCITP: Server Admin cert.
I will warn that the 70-293 and 70-294 exams to complete the core for the MCSE are probably the hardest of the Microsoft exams in my opinion. So there is a BIG difference in an MCSA and MCSE.
