I think it's the 2nd one "Prevents wasted bandwidth and processing from unnecessary update", but i'm not cisco person.

Pretty sure a lot of people here can tell you which one is the correct one. But my guess would be 2nd one.

because that command pretty much tells the router to stop listening for routing updates on a particular interface.

Well my belief it is two. The reason I feel it is two is because I know that it does not send advertisements out the interface it is set on so this does not waste bandwith and send updates.

I think you are confusing RIP with EIGRP/OSPF when it comes to passive interface.

I agreed on that answer and because it is rip you could see alot of saved bandwidth if the rip tables are large.
