are you working for a company with voip or something? i dunno but the text under you're avatar kinda hints at that, in which case you need to go and do alot of research, voip has books and books written on it, and then books and books written on QoS, you would find better answers on google.

if a switch is connected to an ip phone (like avaya or nortel) and then the ip phone is connected to a pc/host is the ip phone considered a hub?

In Cisco's case, the IP phone is a 3 port switch.

One port connects to the PC, one port connects to the switch in the comms rack, the final port is internal to the phone to carry VoIP traffic.

you mean it has the same characteristics as a switch? like each port is a collision domain?

Thats correct. But there is little, if any, configuration you can apply to it (that I've found)
