For your second question:
They are turned off by default on recent IOS releases, so you would only really have to issue the 'no [tu]dp-small-servers' commands on older releases. It is considered a best practice to leave these off unless you need them (as with any service).
"It is recommended that you do not enable these services unless it is absolutely necessary. These services could be exploited indirectly to gain information about the target system or directly as is the case with the fraggle attack which uses UDP echo."
