The latest one. Up to you whether you want the web GUI or not.

You don't get a choice about whether it is SI or EI since it is based on the hardware itself and not the software image you load.

All 2950's support using the vlan database command to create VLANs.

I think you meant to say one with the latest IOS which will support configuring VLANs from global configuration mode.
