Cannot Install KB 942288-V3 for SQL 2008

Trying to do a remote install for sql 2008, and we keep getting an access denied error when KB 942288-V3-X86.exe tries to install. I am logged in under the admin account, and still the system will not allow the installation.
I thought maybe it was Symantec AV11 blocking, but turned that off and still get the same error. Anyone have this issue before? Ive googled it and others have the same issue but no solutions.
