Outlook 2003 contacts will not import

We've moved one of our accounting people to a new desktop. Everything migrated over except for his Outlook contacts. We can open up the export file in other computers, but the new one will not take it. It shows like it is copying in, but nothing shows up. I haven't found anything on google about this, so just wondering if anyone else has come across this issue and how they solved it.

I've never had to import contacts when moving from one PC to another. Are you not using an Exchange server?
