CAC and Certs

I receive a ticket that got me stump today and was wondering if any1 here seen something like this. We use CAC at work and everyone have their unique certs loaded on those CAC. Now when you go to ie>tools>internet option>content>certs>Other People - on the USER IE it just shows 3 certs. There should be a lot more certs. What I originally thought was if you email a person your certs will get loaded on the recipient computer. My coworker and I send several email (encrypted, sign, one with attachment) and our certs will not automatically load on the user pc. Is there anyway to retrieve a person certs w/o going to their pc and extracting the certs from their computer?
