Weird Active Desktop issue

I've got a policy set up to use our corporate logo as a desktop background on all our workstations, and it's set to prohibit any changes. Worked perfectly fine on every machine, but now I've got one that is loading what looks like a background image from a website. If you check the desktop properties, it shows the correct image in the preview.
I've run a clean up program on it to clear out any cached stuff, and gpupdate /force didn't do anything. Anyone else run into something like this?

just kidding. what did you try cleaning it with?
did you try creating a new profile? did you try taking it out of the domain, and rejoining it to the domain?
is it for any user that logs into the computer?
just trying to help you narrow down the problem. ive never encountered the problem.. fairly new to IT/business.
