Does anybody know of any free (or inexpensive, with a free trial) Windows software that can be used for display screens in an office? This will be in the reception, with information about upcoming events, what is scheduled in certain rooms etc.

You could use powerpoint to continuously loop information of upcoming events. If you don't have powerpoint already you could use the OpenOffice equivalent if you don't want to spend any money.

I would like to include a ticker on the bottom of the screen as well though.

What format are the things you're displaying? Just put a web browser in full-screen mode and use Flash or Javascript to rotate the content.
