Static route help

In the "do i know this already" (chapter 4 / question 5), The ICND2 Odom book says a static route shows up in the routing table upon merely configuring the (ip route x.x.x.x x.x.x.x next hop) global config command. Without an IP address on the outgoing interface and without the outgoing interface being up and up.
Seemed strange so I checked in my lab on a 3620 (ios v12.3) and the route would NOT show up unless the interface was up and up and had an ip address.
I know what I believe in my lab, my question is what do I need to believe for the exam ? Am I somehow misreading the question in the book or is my hardware or ios version somehow at play here ?
