Does anyone know what a Production Environment mean in CICSO networking?
And suppose production networks are the same thing.

A test or development environment is test equipment which generally doesn't have any live data going across it, so can be changed at any time.Work In Progress: CCIE R&S Written

Live or production environment - A controlled environment used to deliver service to customers.
Development environment - An environment used to create or modify services delivered to customers.
These are in my own words, but heavily influenced by standard ITIL definitions.

- Where an application or system resides that hosts actual / real data (as opposed to test data) or is available on a publicly accessible network or server.
- Comprises the applications and systems, and supporting systems infrastructure, that the end users and the customers of an organization access and use on an operational basis to execute their business processes and transactions.
Basically you can think of it as: anything that causes direct or indirect financial losses to the business if it experiences service degradation/loss. That's why in an ideal situation, test labs are used which are completely isolated that can't cause any issues/downtime.
As viper75 mentioned, live network is typically just another way of referring to the same thing.---
