I'm pretty sure you can take the 680 (I'm a Cisco guy; don't quote me on this :)); its just you can't count it as both your elective and your client OS.

It's right on the page section: exams on client operating systems.

Exams on client operating systems: Choose one

    Exam number

    TS: Windows 7, Configuring

Suggested exam: Passing the most current exam for MCSE on client operating systems will also count toward Microsoft Certified IT Professional (MCITP) certifications. See the illustration on the Upgrade Paths tab.

Note You can apply this exam toward either the elective requirement or the client operating systems requirement—not both.

    Exam 70-680

    TS: Configuring Windows Vista Client

Note You can apply this exam toward either the elective requirement or the client operating systems requirement—not both.

    Exam 70-620

Installing, Configuring, and Administering Windows XP Professional

    Exam 70-270

Installing, Configuring, and Administering Microsoft Windows 2000 Professional

I guess my real question become. Have anyone got their MCSE: security by taking the WINS 7 (70-680 exam)?

I'm two exams short of the MCSE: Security, but I did take the Windows 7 exam. On the Microsoft Certification Planner on my MCP page, it shows as my client exam. It doesn't count as an elective exam for the MCSE: Security though since you need two security-focused electives.
