Security Option missing on file timedate.cpl

We used to be able to edit this file, and set via the security options who could/could not change the date/time on the system clock. All the new machines we have come in, we do not have the option any longer. Any way to get this back? Only thing I found on Google was that the system needs to be NTFS, which it is.

What OS version are you using? Have you tried to use "cacls timedate.cpl" ?

The machines are all XP Pro SP3, cannot go to Win 7 as the main software package does not run on it.

Uhh. Wouldn't it be a better idea to use the GPO to stop non admins from altering the time and date?
