So I am filling out these application forms, and there are some questions that I do not know how to answer, like:
W-4 form, if the question does not apply to me, do I have to leave it blank or do I have to write 0?
What is the Withholding Allowance Certificate - State of residence? Is that part of W-4 already or not?
About the form I-9, which is the part that I need to fill out? I know the Section 1 is, but what about Section 2? http://www.uscis.gov/files/form/i-9.pdf

Financial Institution:
I haven't started the new job yet, why there's an employee ID question already, should I leave it blank?
And what exactly is the Financial Institution, is that the name of my bank?
