Windows 7 sysprep issue

I am having an issue with sysprep resetting the inputlocale from japanese to english during sysprep. In the unattend file I am setting inputlocale=jp-JP;en-US which gets wiped out for some reason and the default is swtiched back to english. The original install is setup as english and set to japanese later so that I can actually install everything without learning japanese. Anyone find a way around this?
