Do you think security + is a good certification for a manager/supervisor to possess?

I am trying to curtail my education and certifcations to a more management structured framework.

This is really the only one that comes to mind.

At a bare minimum, though I'd consider Sec+ more of an entry level security cert

If you're using it as a stepping stone into other security focused managerial type certifications, i.e. CISSP or CISM, then I think it's a good foundational exam to have. It would at least get your mind going in that direction if the security IT management position is where you want to go.
