RDS Access denied - Remote Control

I am trying to enable RDS remote control between users running 2008 R2. The users are local admin's and members of the remote desktop users local group. They have 'full control' permissions on the RDP-TCP properties within RDS session host config.
A user RDP's to another user's PC, open's taskmanager but when they try and remote control a session they always get 'Access denied'.
Remote control is enabled with 'Interact with the session without users permission' so I don't see why it doesn't work.
Has anyone seen this issue before ?

Interesting. I have that issue on my 2008 R2 RDP server and running as admin solves it.MCTS: Windows Vista, Configuration
