volume shadow copy - users can restore entire volume?

hi guys

I am currently learning 70-642 and in work we have server 2008 R2.

I have done a little test and it seems if i enable shadow copy on a drive and a user has access to this drive they then have the ability to restore all of the volume to a previous version

i want to be able to just allow them to be able to restore files and not the entire volume.

is this at all possible?
