Help resetting password on Router

I have a 2513 and I'm trying to reset the password on it. It's IOS seems to be 12.0. I'm doing ctrl & break as soon as I turn on the router but it's not bringing me into ROMmon mode. When I do press it I get a message that says:

I don't know what to type there because I'm use to showing up as:

Rommon 1>

After playing with this router. It seems that break is disabled.
Any way I can get around this?

Notice that the prompt is now "router (boot)>", confirming that the router has booted up using the boot image
