user cannot install .exe files in windows 7

I created a user on windows 7 and assigned them to to administrators group. but they still cannot install files any idea why?

    Try turning off UAC and see if it helps, if you haven't done so already.

    if you have a 3rd party security program it may be that. I use SEP and it seems to supercede some things like that in an AD environment. If it's ona domain take it off and see if that is the issue.

    Unless UAC is turned off or set to elevate without prompting, everyone is running as a limited user in Windows 7 (even admins). Because of varying environments, I've just gotten in the habit of holding Shift, right clicking on the .exe, and selecting run as Administrator. The Shift may not be necessary, but it also give the run-as option - helpful when you're not logged in as an admin.
