help with ospf traffic-eng lab

hey,
i'm trying to make lsp from r2 to em4-interface of r4 in this topology:
ImageShack® - Online Photo and Video Hosting
it not working, if I change the "to" statement to r4 loopback the lsp is up.
why I can't make the lsp on the em4 interface.
