Exam sims - wording

in CCNA & CCENT
hi everyone,
I am wondering about the phrasing in the exam questions. Here's an example:
I have been working through an ACL packet tracer sim question. (nevermind the actual questions and answere here, I'm more confused about the phrasing)
Question 1: Which will fix the issue and allow ONLY ping to work while keeping telnet disabled?
Correct answer Remove access-group 106 in from interface fa0/0 and add access-group 104 in
Question 2: What would be the effect of issuing the command ip access-group 114 in to the fa0/0 interface?
The answer to Q1 is that I should REMOVE access-group 106 from the interface. So, as a starting point for Q2 - should I assume that access-group 106 has been removed and 114 will be the only ACL on the interface? or is the question completely detached from Q1 and they are suggesting to add access-group 114 to the existing access-group 106 as of the original configuration.

Without knowing what the actual exercise is, we can only speculate as to whether or not one question has any bearing on the next question.
