Linking GPOs to OUs

Is it possible? Or must a shadow group be created?

    GPO's are usually applied to OU's. Shadow groups are used for applying fine grained policies to OU's.
    NSX, NSX, more NSX..

    Ah.. My question was actually regarding fine grained password policies.. Didn't know they were regarded as different from other policies. Cheers
