Help Faulty WIC-2T card ?

So I recently bough 5 WIC-2T cards from ebay (not all together) for ~$28 each. 2 diff sellers.

One of these card has its LED link light lit up before I even put a serial cable in it, I checked the port and with serial cable plugged in, it reads the following

"Interface Serial0/1
Hardware is PowerQUICC MPC860
No serial cable attached
idb at 0x815C0058, driver data structure at 0x815C7E2C
SCC Registers:
General [GSMR]=0x2:0x00000030, Protocol-specific [PSMR]=0x8

the other Serial(s0/0) port on the same WIC-2T card reads the Serial cable just fine...but doesn't receive clocking single correctly I tried, it "flip flops, line up,down... up, down..." it this card just bad, any clues...or funky commands I can tried to make sure this thing is useless ? I already complained to the seller, he sold me 3 cards, 1 works normally, 1 was doa, and the other is the one in question...
