does cisco offer student discounts on the voucher cost,
i know microsoft does if you just have a .edu email but i cant seam to find out if cisco does

No, the only discount that Cisco offers that I'm aware of is for graduates of the Cisco Network Academy classes. -

As alan2308 mentioned, if your college/university offers Cisco Academy programs, you are likely to get concession/waiver in exam fee. -
