does cisco offer student discounts on the voucher cost,
i know microsoft does if you just have a .edu email but i cant seam to find out if cisco does

No, the only discount that Cisco offers that I'm aware of is for graduates of the Cisco Network Academy classes.

As alan2308 mentioned, if your college/university offers Cisco Academy programs, you are likely to get concession/waiver in exam fee.
