A private college near me has a Prometric testing centre, with no indication that they can administer the CCENT or CCNA certs.

Cisco exams are provided by Pearson VUE, not prometric. You need to find a Pearson VUE testing center near you.

I do have a call into my local testing centre, but they haven't returned my call in 24 hours. They must be busy because other calls have been returned quickly.

Just go straight to vue and register there. They have a list of testing centers close to you.
