How to get into Auditing?

Aside from digital forensics my other focus was in IT Audit. I have a background (educational and extra curricular) in cyber security; however, every job listing I have been looking at as Entry Level has had pretty extensive requirements. Should one go trying to get a CISA first? What about government audit jobs?

CISA certification requires verifiable experience (so extracurricular cybersecurity won't work.) I have found that for government jobs, degree+certs+knowing the right person/people to get your foot in the door is required.
