"The howler monkey is the guy who calls a meeting just to avoid doing real work. He never shuts up, challenges every opinion, and opens EVERYTHING up for debate. He things he's helping but he's really just mindlessly shrieking into the jungle. Without him tigers would be inventing jet-skis. Rhinos would be speaking Japanese. S**t would get DONE."

This basically describes what I have experienced in Federal contracting.
