VMPS - Switch Port Query

Afternoon/Morning/Evening All,
Been reading up on dynamic vlans and a bit confused..I think.
Mock Scenario -
Running a VMPS Server on a 6500 switch (or any compatible switch) and I have a 2950 switch connected to a port on the VMP.
A computer connects up to the 2950 switch via a wallport.
Is the port shutdown straight away? until the MAC address is sent to the VMPS server for checking against any entries in the database?
Another query - are the vlans all configured on the 4500/6500 switch in this case, and the 2950 acts as a simple switch, or will the VLANs also be configured on the 2950?
