Effective 1 June 2012, an application fee of US $50 will be required to apply
for Certified Information Systems Auditor (CISA), Certified Information Security
Manager (CISM), Certified in the Governance of Enterprise IT (CGEIT), and
Certified in Risk and Information Systems Control (CRISC) certification. By
applying now, those who have already taken and passed the exam can save on the
application fee.

It's not applied that way. The $50 fee is assessed when you apply for the cert, which is accepted only after you have passed the exam and fill out a lengthy application.
The exam fees are still the same. -
