Would it deny 192.168.3.0 - 192.168.3.31
or
Would it deny 192.168.3.16 - 192.168.3.47
can't seem to get my head round this one?

it would deny 192.168.3.0 - 192.168.3.31
Wildcard mask is work like the subnet mask (reverse). There is no subnet like 192.168.3.16-47, it doesn't make sense. -
