Is there any site which would allow us to get access to free live Cisco routers so that we can practice as much as IOS commands and scenarios on those routers.

No, but at least you have the confidence of 'working' with a real router instead of a simulation program. Furthermore, it's free...

Try BryantAdvantage. It wasn't free but he was running a special 3 days for $20.00 which I took advantage of. Worked out quite nice.
