Loopback Policy Processing

Sorry, for spamming the forum, I'm just having a difficult time getting my head around a few things.
Ok, I think I get how loopback works.
Normal mode
Computer Settings (from GPOs linked to computers)
User settings (from GPOS linked to users)
Loopback, merge mode
Computer Settings (from GPOs linked to computers)
User settings (from GPOS linked to users)
User settings (from loopback GPO linked to computers)
In replace mode step 2 is omitted.
But what I am having difficulty understanding is that the actual loopback setting can be set in one GPO (GPO1), and the user settings in step 3 can be set in a completely different GPO (GPO2), or perhaps even more user settings can be set in yet another GPO (GPO3), and then all three GPOs are linked to the OU with the computer you want to standardize. So which of these GPOs user settings are applied in step 3? Are all applied, and if there are conflicts, the one with higher presedence wins?
Thats at least what logic tells me. Why would one even use different GPOs to achieve loopback? Hope I am not sounding drunk here.
