They're only retiring the MCITP line itself. Most of the MCTS exams will still be available, including Windows 7. Current MCITP:EDAs have an
upgrade path to MCSE Desktop Infrastructure
and to
MCSE Server Infrastructure
. I do think it's a mistake that they haven't shown a clear replacement for EDST7 and that 70-680 and 70-681 on their own don't count for anything in particular. There is a clear gap of client-focused certifications that recognize Windows 7 rather than Windows 8. By comparison, both Vista and 7 could be used for MCITP:EA, and XP, Vista, and 7 could all be applied to MCSA & E 2003.
So the short answer is no, not too soon, but I think they've created a gap and are devaluing the Windows 7 line by not making it achieve requirements of higher-level certs.
