Line protocol on Interface VoIP-Null0, changed state to upsslinit fn

I've googled this but haven't found the fix yet that worked. Have you guys ran into this before and know how to get rid of the following line when the router boots up?

I've done the confreg change, write erase, reload, ios reload, erase of config...short of erasing the flash completely and reloading via xmodem I can't find anything else.

What is causing the router to show this line even running erase startup-config and then reloading? I've removed the NM-4A/S and NM-1E2W modules and reloaded it and it didn't get rid of it either.

    It must be an IOS thing? I put c3640-i image and the message doesn't come up. Same thing I've seen people post on 26xx series as well...
