Can I create a TACACS+ server?

Just starting out on the CCNA Security Track, thought it might be the best option before the CCNP,

I'm looking to set my lab up with a TACACS+ server, but after trawling the net I can;' seem to find anything solid on the type or brand to use. Does anybody use a TACACS+ server? And can anybody guide me in the right direction?

Does that tacacs.net software REALLY need a 3GHz processor? If so, that's obscene!
