UDP. IP is the Internet Protocol itself. UDP is a transport protocol of the IP suite and it's known for best effort delivery as opposed to TCP which is another transport protocol which features reliable and guaranteed delivery.

If the question was which is best effort and they said the answer was IP, then they're wrong. :P

what if in the answers there is no UDP ?

i think it might be IP if the UDP is not in the answers!

If the possible answers include both IP and UDP, it's a poorly-written question.

    From Wikipedia--
the Internet Protocol only provides best effort delivery
    UDP
offers the same best-effort delivery as IP

That's really all there is to it.

    Correct.

Honestly the answer is both, Best Effort delivery just means that there is no acknowledgement involved and that is true for udp and ip.

Right! I meant to say, if the possible answers include both and you must pick one, it's a poorly-worded question. If you can pick both, then it's a fine question. :)
