confused in IP and UDP question!!!

hi guys,
im confused in this question,which one of these deliver the best effort delivery of user data?!
UDP or IP?
some say UDP some say IP is the answer of this question ,i want to know which one an why?

elderkai Member Posts: 279UDP. IP is the Internet Protocol itself. UDP is a transport protocol of the IP suite and it's known for best effort delivery as opposed to TCP which is another transport protocol which features reliable and guaranteed delivery.

From Wikipedia--the Internet Protocol only provides best effort delivery
UDP offers the same best-effort delivery as IP
That's really all there is to it.what if in the answers there is no UDP ?
i think it might be IP if the UDP is not in the answers!
