100Mbps LAN dropped to 10Mbps?

A LAN uses 100Mbps. However, a broadcast performance test tool shows the bandwidth is just about 10Mbps for UDP packets. If the sending speed exceeds 10Mbps, lots of retransmission are seen. Is there a way to troubleshoot the issue on switch?
I was told the internet connection is capped by 1MB/s for this LAN. I'm not sure how this is implemented. Is it possible some misconfiguration affected the LAN speed when implementing the capping?

speed misconf and duplex misconf can severely affect quality of connection, not just speed.Studying: vmware, CompTIA Linux+, Storage+ or EMCISA
