Random Permission problem with Outlook 2010 and max. UAC

Just reinstalled a laptop and the requirement is the highest UAC setting.
Prior the reinstall emails were stored in a PST file which was copied to a USB drive.
The problem now is that you cannot access the PST file without running Outlook as Admin. Even if the PST file is stored inside the user's profile document folder, or eve inside the "Outlook Datafile" folder.
The PST file does not have the READ bit set, the user is the owner and yet I cannot add / browse the PST without running Outlook as Admin ..
I must be missing anything stupid ... Any tips ?

I cannot remember how often people created PST on local drives rather than their shared (backed-up) one ...
I think I'd have to think hard what I hate more, PSTs or Public FolderMy own knowledge base made public: http://open902.com
