Storage DRS Question

All,
I am messing with Storage DRS and I notice I have an option for migration if latency is greater than 15ms. Now, is that an average latency over some time? If what is the time parameter?Or will this trigger on an isolated incident that lasts for only a second or two?

The latency is measured over a period of time and hitting the 15ms is not acted upon immediately rather monitored over hours and and the svmotion will occur if the 15ms is breached for a long period of time (not seconds from memory its in the order of hours). Also the likely effect of svmotion is taken into account so it won't do it if the svmotion will make things worse.

I believe the check period is every8 hours for 24 hours. I also believe that latency best practices are as follows:
10/15K drives - < 15ms
7.2k drives - < 30ms
SSD - < 10ms
