I'm not sure there's a "basic" difference.

This blog talks about the differences between two Security+ versions:

SSCP is more complex and more difficult than Security+.

The SSCP is probably more difficult and I believe it also requires one year of experience in the field of security. It's recommended for the Security+ to be obtained before the SSCP, if that's what you're after.
