why access-class or access-group?

in CCNA & CCENT
I understood when adding ACL to an interface, use access-group, and access-class for an VTY. But why? Why not simply re-use access-list?

    You would have to ask the person who wrote the code! I'm sure at this point it's left the same simply for compatibility. Kind of like the load balancing configuration on a Juniper router.
